Children are the most valuable gift to humanity and Childhood is an important and impressionable stage of human development as it holds the potential to the future development of any Society. The State of Tamil Nadu is committed to provide best possible opportunities for children to develop their intellectual, physical and social health in a safe environment free from violence, exploitation, neglect, deprivation and discrimination. As the needs and wants of children are complex, the policies and programmes are designed to address the issues and concerns of a child as an individual rather a common general programme.
State Units, District Unit, Statutory Bodies, Committees, Child Care Institutions and Non-Institutional Care
ICPS visualizes setting up of State Child Protection Society in every State/UT as the fundamental unit for the implementation of the scheme.
In order to ensure effective service delivery ICPS will be implemented by setting up District Child protection Units as the fundamental unit for implementation at district level.
CWC is the final authority to dispose of cases for the care, protection, treatment, development and rehabilitation of children in need of care & protection and to provide for their basic needs and protection.
The Juvenile Justice (Care and Protection of Children) Act, 2015 makes it mandatory to have one Juvenile Justice Board (JJB) in each district to deal with matters relating to juveniles in conflict with law.
The District Child Protection Unit shall appoint these social workers and depute their services to the SJPU as and when necessary.
Children’s courts are established under the Commissions for Protection of Child Rights Act, 2005 or a Special Court under the Protection of Children from Sexual Offences Act, 2012, wherever existing.
There are about 6 type of Child Care Institutions are available in Tamil Nadu.
Child Protection Information Management and Monitoring System is a Dynamic web enabled user-friendly system to effectively monitor and manage the child protection Programmes implemented in the State of Tamil Nadu. This portal contains a database of Children in Need of Care & Protection (CNCP) and Child in Conflict with Law (CICL).
This application would align with Juvenile Justice and converge the functioning of following activities
Child Care Institutions (CCIs) | Juvenile Justice Boards (JJBs) | Child Welfare Committees (CWCs) | Children in Conflict with Law (CICL) | Children in need of Care and Protection (CNCP) | Registration and Renewal process of CCIs
